OK so i need help! any game i play i get 20-35 fps on high settings when i should run 40-60 very high/ultra settings. i have a gtx 750ti with an AMD FX4300 and 8gb iv been told it may be because i use a 40 inch flatscreen as my monitor, but im still unsure. pretty much just trying to find out if this is the case

The monitor size doesn't make any difference, screen resolution however makes a really big difference, with a higher screen resolution the game needs more resources.

Your friend is probably running a lower resolution than 1920x1080, that's why he's getting a higher frame rate. If you want a higher frame rate you can run the game on a lower resolution or drop the quality settings a bit.

he runs 1920x1080 as well tho.........so regardless the size and shittyness of the monitor is not the problem?

No the size or monitor quality is not a real issue (except if it is a 30hz monitor). The problem might come from outdated drivers, too high temperatures... but it's not size related.
