Question is my motherboard compatible with a rtx 2060?

motherboard is:
MSI 760GMA-P34 (FX)
Also i have a AMD FX 4300 quad core cpu, any suggestions on an upgrade? Currently looking at a FX-8350

Yes, but considering that your motherboard has a PCIe 2.0 slot there will be a bottleneck as it does not have the bandwidth of a 3.0 x16 slot and I'm pretty sure using a chip that old and a 2060 are not a good combo
 
Agreed, your CPU/Motherboard combo is outdated and throwing in a 2060 will bottleneck it pretty significantly.

AS far as upgrades on the Intel side a 8th or 9th gen i5 or i7. For AMD I woudl wait until the end of the month for AMDs Ryzen 3000 announcement to either decide to wait for the chips or pick up a 2000 series like the 2600 which might go on sale for a bit. For both you'll need new DDR4 RAM.
