i have a ASRock 960gm-vgs3 fx motherboard
is a Sapphire Radeon HD6990 4GB GDDR5
compatible with it because i found a cheap second hand one.

It is straightforword compatiable with your motherboard. As your motherboard has PCIe x16 slot, that graphics card will be compatiable. Dont worry about th PCIe version. You have PCIe 2.0 x16 and the card is PCIe 3.0 x16. PCIe 2.0 x16 slot can easily handle the PCIe 3.0 x16 cards. Even the PCIe 3.0 do not have enough bandwidth to fill it. ( First PSU )
I think you are using a good power supply for your system and its compatible with your graphics card..

( second pcie-slot )

Your pcie x16 slot recommend to your graphics card..
