Power Supply isn't working when power button is pressed. power button LED doesn't light up(sometimes it flashes once). PSU works on a different PC. Using the power button from the working PC also doesn't work. Removing all components besides the CPU also doesn't work.

Motherboard's LED is lighting up though. Is it the mobo or the CPU?

Solution
To be sure that your mobo is the problem, you can use another good PSU and install it and power up your mobo. But be sure also that you remove your HDD or SSD sata cable and power cable connected to mobo. Then to assure also that it is not the power button is the problem, use a paper clip then find the power button pins in front panel of mobo and use that paper clip to jumper the two pins. If the mobo not responded there are problems of your mobo. You can try also to discharge the bios settings to assure that not the bios is the cause of the problem. Clean also your mobo using a blower. Then go back here
