Is my motherboard dead?

You see, i after i instaled a new gpu in my pc, (everything was turned off and i even disconnected the power supply) my pc just dosnt show any signs of life, no lights, no fans are starting, (not even the psu fan), no beeps, no nothing, im suspecting its my mobo. i know for sure it is not my psu, nor my ram or hdd, so im left with 2 options, either its my cpu (i hope not) or my mobo. Specs below.

Cpu: i7 4790k.
mobo: ashrock z97 pro4
Psu: evga 700w bronce+.
ram: hyperx fury 2x8 gb 1886mhz
 
Yes, if i remove the gpu i still have the problem.
the old gpu was a hd 6850 and the new one was a strix 1060 6gb.
No, i didnt remount the cpu.
i doblechecked and all power leads are ok.
 
How do you know it is not the psu? That would be one of my first suspects.
Take all of your parts out and do some more testing. Possibly, you have a short in the case.
You might also try testing with the integrated graphics. Possibly the new card has damaged the pcie slot.
Is your wall outlet giving power? plug a table lamp in to test.
A cpu failure is possible, but very unusual.
