Is my motherboard dead?

Hello there, so I've had a budget build in my house and now it gave me some problems...
When I try to turn on the PC all the fans start to spin (CPU, PSU, GPU) but still I get no display.
Until now it worked perfectly upon few defected USB ports. It has been shutdown for a week or so and no this problem occurred.

Is my motherboard dead or could it be something else?

I've tested GPU and Hard drive on other PC and it seemed to work. Monitor definitely works.

Also I've tried to plug in motherboard speaker and it gives me no sound so I've come to conclusion that my mobo just died is it true?
Tried removing CMOS battery.
Tried removing ram sticks one by one.

Of course I can test CPU and PSU separately too but is it even worth it at this point?

The real question would be if it is really the motherboard.. can I do something to fix it or it is no use?


Specs:
CPU: i3-2120
GPU: GTX 750 1gb
RAM: 6GB (4+2)
PSU: 400w
Hard drive: 500gb 7200rpm
MOBO: ASRock P65iCafe
 
Right.. a dead PSU gives such symptoms.. but so does a corrupted BIOS, and it's a matter of testing the possible causes starting with the easiest which in such case is resetting the BIOS.. you apparently have done it but the question is if you did it correctly... check and try the propper and tried method I use below... after that not working (if that's what happens)... the next step would be a BIOS Restore which does a much better job restoring the BIOS.. these are easily done so I'd suggest these first, and after that you'd have to test with; 1) a different PSU, or 2) test the PSU on the other PC.


Start with a BIOS reset and if necessary follow with a BIOS Recovery.

Option A) Bios reset:
1. Remove AC power or turn off the PSU
2. Remove the battery
3. Move the BIOS jumper to pins 2 & 3
4. Press and hold the power button for 60 seconds
5. Wait 10 minutes
6. Revert 1 through 3 and try the computer

Option B) Bios recovery:
1. Remove AC power or turn off the PSU
2. Remove the battery
3. Remove the BIOS jumper
4. Press and hold the power button for 60 seconds
5. Wait 10 minutes
6. Revert 1 through 3 and try the computer

 
I'll try your given suggestions tomorrow or a day after that thank you in a meantime 😉)

As for faulty usb they were faulty from the beginning I got the mobo.. I won't buy them again at aliexpress....

I'll keep you updated with my situation! until then!
 
I'll pick ''InvalidError's'' answer as a solution both of you guys were right 😉) This time the problem is with PSU.

For others who are reading - Read ''Chicano's'' answer too because it might you help further if needed 😉)

In my case PSU replacement fixed the issue.
