Question Is my motherboard DOA?

So I’ve connected everything up outside of the case to test if my new build will post to bios.

When I switch the power supply on the motherboard’s LEDs flash once. When I try to jump the motherboard by connecting the power switch + and - pins nothing happens.

No movement from the CPU or GPU fans. The board doesn't have diagnostic LEDs.

The M.2 ssd is connected but the SATA SSD is not.

Any help/advice would be greatly appreciated. I should have a volt meter tomorrow to test it if that helps.

The mobo is likely dead. Although, I've only had that happen once.
I'd put everything together, turned the psu on, the mobo leds flickered on for like a second, and nothing.
Stripped the build down - barebones, turned the psu on again, mobo flickers again, then nothing.
Got the mobo replaced, and everything was fine after that.
