Is my motherboard failing?

Yesterday I've started getting ping spikes to my router about every ten seconds, I thought it might've been the adapter since there were no issues with it on another computer.
Today though through my headphones I'm hearing a slight crackle at the exact same times the ping spikes would happen and in addition to that, my external HD is disconnecting for a split second during file transfers and I cant backup, not /every/ ten seconds but still very often??

CPU: Intel Xeon E3-1230 v3
RAM: 16GB
GPU: Nividia GTX 750 TI
250GB SSD, 1TB HHD
MB: ASRock H97M Anniversary
PSU: Corsair CX430M
 
update kinda, I bought a PCI wifi adapter beforehand thinking that was my issue but while the ping spikes have lessened a lot more to be unnoticeable, headphones are still emitting noise (not at 10 sec intervals anymore but rather inconsistent along with the router) and my external hard drive still constantly disconnects during any file transfers
