Is my motherboard fried or what?

So on my first build when I installed everything and tried to boot up all I got was a chirp from PSU about every second. Then I tested it outside the case and the same thing. PSU passed paper clip test. Is my motherboard broken?
Psu- Sea Sonic G-550 550w 80 Plus Gold
Motherboard Asrock H97m-itx
CPU Intel Core i3-4170

Yes, unfortunately. Any tips on how to know if its for sure fried? It might have been DOA because I think I was pretty cautious.

Will I need to buy more thermal paste to attach the CPU fan and heatsink again and is there any test that can confirm its fried or is this info enough?
