Is my motherboard fried?

I'm very livid at the moment. I was so excited to grab my GTX 970 today. So as I get my 970, I come home and simply plug it into my board. I turn on the power, and my computer flashes for one second then completely shuts off. I disconnect the card and try different outlets and power cables, and my computer simply will not turn on. Then, I try another power supply, an old cheap reliable one, and my computer will still not power on.

I took out the motherboard, plugged in my CPU power 8-pin connector, my 24-pin motherboard connector, and plugged in both of my power supplies into a separate wall outlet.

Nothing powered it on.

Is it most likely my motherboard? And did it have a chance of frying my new GPU, and possibly my CPU and RAM etc? I can't keep spending money on my computer anymore.

I would appreciate the help, because I am stuck in a rut at the moment...

Solution
Most probably motherboard.
CPU: The cpu get damaged on overheating (when motherboard failed to BSOD when cpu is overheating), cpu decrease life span when get overheat over time... We cannot say it's not failing either.

PSU: Have you tried connect psu on other pc?

RAM: remove all ram and leave one ram seated on the motherboard. See if it will post.

Motherboard: See if there's any LED ON on the motherboard, cpu fan is running, gpu fan is running, etc. Inspect for any burned caps.. try loosen screws up.. How about clear CMOS? If only you can get to bios for flash bios but it seems no change..

When motherboard is failing it could take cpu and gpu with it. Lets start out unplugging your gpu and try with just the on-board graphics. see...

If that psu, and a on-board graphics runs, then probably cpu... the problem could take place where your motherboard burned caps, mosfet, etc... when those let failed they tend to kill the cpu... and if you're lucky only motherboard failed. Also inspect any excess standoffs or broken pcie slot.
