Question Is my Motherboard holding my CPU back?

Basically I've got a budget board MSI B460M PRO, it's VRM isn't the best in fact it's somewhat poor

I understand that my I7 10700f isn't unlocking it's full stock potential though I already saw big improvements in the video editing program I use, and in the low 1% in games

HwInfo doesn't say anything about throttling so far, however I want to know how much it's been held back because my Cinebench results aren't impressive

I'll try to blow a fan directly into the VRM and see if there's a difference

What sort of ram are you working with? In it's current state, you can't use anything in the ram frequency dept. that's above 2933MHz. Your platform will not allow you to overclock the ram either, so you'd need to migrate to the Z490 platform then again you have a locked i7 with no iGPU, so I don't see any reason in migrating.

Honestly, I'd advise on performing a platform upgrade if anything, one where you can get an uplift in performance with higher pedigree ram, and maybe overclocking the ram/CPU.

To be blunt, you could add heatsinks to the VRM area and make sure that there's airflow across said VRM.

I doubt that your motherboard is a significant factor.
I5-11400 and I7-10700 are comparable processors.
What is your primary use?
Gaming, batch apps, or other?

1% in games. Compared to what?
I7-10700 is a 65w tdp processor that will hardly stress the power you now have.

It's 6 lower clocked against 8 higher clocked cores, and he already said that he is looking at cinebench results, unless the 11th gen had a huge, and I mean gigantic, IPC increase the 8 core CPU should score higher in cinebench.
