Question Is my MSI Meg Z790 ACE compatible with my RTX 3080 FTW3?

I have had issues with it picking up my rtx 3080 ftw3 as it shows the start up screen then shuts off. I use an older graphics card I have, gtx 760, and it loads up fine. Is this a compatibility issue between the parts? I have looked but have only seen there are no incompatibilities from PC builder websites.
 
What PSU do you have, that is often an issue with new cards compared to very old ones. Otherwise there should be no issue with the proper drivers.

I just built a PC for the child of a friend from old parts and determined that the PSU was bad, using a P45board/E8400CPU and newer known good PSU I ran from a GT220 to my new 4070Ti in there without issues, she ended up getting a GT9600 as it is not for intense gaming and she's five.

I agree this could be a PSU issue. Newer GPUs have much higher power draw spikes than something like a GTX760. This can be an issue even on higher wattage PSUs if they are not using a modern design inside that is able to handle these spikes.

There should not be any compatibility issues between that board and your GPU.

I have a ASUS ROG STRIX 1000W PSU.

After being on the phone with MSI they said that it is probably a problem with the motherboard, so I am going to exchange and get a new one to see if that works. I spent hours troubleshooting with the drivers and bios already.
