Is my Nvidia GTX 960 under performing?

Games are very slow even at lowest setting. When I play Rainbow six siege the fps is around 30 fps but jumps up to 200 during loading scenes, uve tried everything even messing with Nvidia control panel but nothing. Monster hunter world is so laggy its unplayable even with lowest settings. I've tried lowering resolution to 1280x720 but doesnt help much. Any help is appreciated.

My build is:
GeForce GTX 960
AMD A10-7700K Radeon R7, 10 Compute Cores 4C+6G
16gb ram
Using a 4k monitor but resolutions set to 1920×1080

Well I had an A10 7850k some years ago paired with an RX 470 and it was such a bottleneck issue. I think that you may have the same problem, your CPU might be the issue here, lowering resolution is wors since higher resolutions make the GPU work more and with this you get less usage of the CPU "The Bottleneck" so don´t lower the resolution.

Are you sure that you are using your gtx 960 and not your onboard graphics?
