Is my OS [Windows 10] attached to my HD?

I am on the z87 platform and want to upgrade to z370, possibly that is. Or maybe even rizen actually. Will my OS be saved to my Harddrive or will I have to buy another copy of Windows 10. What are your opinions upgrading from an i7 4790k? Is it worth it.is ddr4 that much better? I think m.2 is cool plus some other stuff . Any great new features I’m missing out on?Any feedback is helpful.

with computer hardware it changes every 6 or 7 months now. with pc if your just using them for word/web you can use your cpu for a long time. with games now you need the newest cpu/gpu to run them at a playable frame rate. I have an older i5 and i built my dad a new pc from a dell with xp and 2g of ram. used a haswell g cpu and ssd. it was a lot faster then my older i5 system. I would wait till 2018 and wait for intel next cpu. the coffee lake is a bandaid cpu that dropped to fight amd new cpu. right now people who buy the locked intel coffee lake have to buy the higher end z mb there no low end chipset for coffee lake that out now. with coffee lake mb if you buy one now will the next cpu work in it. a lot of people are ticked off that...

(oem one use windows). the retail version of windows 10 may be able to be moved to a new system. on your old pc you can save some money if you can reuse any of the working parts. if not see if you can donate the pc for a tax write off. with a new build you need to reinstall windows from a usb stick or dvd if you try and move the hard drive it may not post into windows and you can lose your old data. (chipset drivers from one mb may not work right in another rig.). with the old hard drive can use cloud back up for your files or one or two large usb sticks. or keep both rigs running at the same time and use a network connection and move the data from one pc to the other. a lot of people instal lwindows to the new ssd with the old hard drive unpluuged. then plug the drive in on the new rig and they have there old data saved that way. then you can give the old pc away as is.

I have hyper 212 evo. I was thinking of either waiting for Black Friday or buying a refurbished AIO. I’m open to getting an air cooler too . Is it okay to buy a used or refurbished AIO. Will it lose performance ova time?
