Is my pc able to twitch stream?

10mb upload, 4mb download

Well I have been trying to stream for some time now but I notice a lot of lagging within stream and I can see the stress on my pc. Are there settings i screwed up in OBS or my hardware just not going to be able to do it? I stream Dayz, Wow, and other games like that.

Yes, you should be able to stream with that hardware easily (i have nearly the same hardware 4770k, R9 290, 8GB ram and I can stream easily, no problem)
Check a couple of guides on how to setup the OBS correctly. At first the stream was the same as yours then I looked up some guides and now it works like a charm.
Though if your stream lags, not your game, you might want to set the correct bitrates.
For streaming at 1080p you will need at least ~4MB upload speed (at bitrate 3500) to be able to stream AND play without noticeable ping spikes.
