Well it's currently $253 for a superclocked EVGA 6GB (https://www.bhphotovideo.com/c/product/1267099-REG/evga_06g_p4_6163_kr_geforce_gtx_1060_sc.html). If you want a quality card, it will not get more cheaper than that. It's a reason a...
First off not bad. It's a deent build. Couple things I want to point out:

- The 3GB version is pointless. It only offers a little upgrade over the 1050 Ti. It's not the same as the 6GB version as it offers less power. With this 3GB, you are not maxing at games since most games will use more than 4GB of memory.
- The EVGA you listed has been known to have problems. Not saying it's bad, but it is known. The CX450M should do you fine, even though it's not top quality.
- I would invest my money into a RX570 or RX580 4GB. However, because of the mining craze, may be hard to fine. With that being said, the GTX 1050 Ti is the way to go. You are still not maxing out games, but it is a better value card.

For HD gaming the gtx 1060 3gb is only 8% weaker. I will only be gaming in 1080p so I think it is good enough. I am no PC expert so I am not sure
Also the Gtx 1060 3gb can have upto 80% more performance in some games and 30% on the average.

While that may be true about other things, it still is only limited to 3GB. If you wanted to max out games, that's not enough. However, to get the better value, I recommend the GTX 1050 Ti. Do you care about quality? If not, then no reason to spend more to get the 1060. The 1050 Ti is able to handle any game at low settings while in 1080p.

I am trying to get as much quality as I can get. If the GTX 1060 6gb gets cheap enough I might go a little over the budget for better future proofing.

You can get the cheaper ones, but if you are not familiar with overclocking, you may not get the best performance (even though it's not that hard). I have the SC version, and it works wonders, especially for a single fan. Temps never go over 65c which is good considering 80c is the max you should be at.

Take a look at the list of GPUs you can get https://pcpartpicker.com/products/video-card/#c=373&r=6144&sort=price&page=1
