Is my PC dead? L2 Cache

I have set my L2 Cache to 8192 decimal since CPU-Z told me my L2 Cache was 4x 2 MBytes, now my pc is still rebooting with “configuring Windows, please do not turn off the computer“ it said so for the last 45 minutes
