Question Is my pc good? also my computer stutters

Hello I have a OMEN PC 880-p0xx

Graphics Radeon RX 580 GDDR5 12gb with i5-7400 @ 3.00GHz is this build good? and why does it stutter a lot. I got this pc last year of December.

How much ram do you have?
What games do you experience this in?
An i5 7400 is only a 4 core and will get overloaded by modern games and wilm stutter?

i have 12 gigs of ram one 4gb stick and one 8gb stick

also its in fortnite, normally ill get around 180 but for some reason now Ive been getting around 130 to 85. I have a lot of memory being used when Im just listening to music, 55% of my memory is used, also I try using cmd to make sure everything is good and says its fine
