I want to get a new PC and this is what I want to get:

Is my CPU bottlenecking the GPU or the other way around.

My budget is $750 because I have to order it plus shipping tax etc up to $875 but if I go to the stores and get the parts my budget is $900.

Can I play bo2 or Advanced Warfare at least at 60fps and above? Can I run league of legends 200FPS?
 
You don't need an aftermarket cpu cooler unless you intend to overclock.
Go with a r7 260X instead for GPU. It will give you comparable performance at a better value.
Use the money you save from the GPU and cpu cooler and get a i5 4460 instead.

Everything else looks solid. It will definitely let you play your games at those FPS

It's not future proof at all. I don't recommend dual core CPUs. Some current games won't even (officially) start on dual core CPUs and future games mostly likely won't start at all. It's better for him to invest in an i5 now and start with a value card like the R7 260X and possibly upgrade the GPU in the future. It can play most games on high setting with acceptable frame-rates and the most graphically demanding games on medium setting. If the Pentium becomes obsolete, he would be looking at replacing the CPU, motherboard, and ram.
