Is my PC/Graphics card getting worse?

On CSGO I used to get 400+ fps now i get 250-300 on high on steep i used to get 80-100 on highest settings and now i get 59-70 on Rust on fantastic setting (the highest on) i used to get 80-100 and now on beautiful setting (the one under fantastic) i get 70-100 i've yet to test out any other games but I will soon and i've only had this PC since August 2016 and it's my first gaming pc so im kind of a noob. I've also noticed my PC has gotten a little bit louder than before but not too much. My pc is really expensive and I don't want it breaking on me.
My pc specs are
CPU: Intel core i7 6700K @ 4.3 GHz
GPU: MSi GTX 970 Twin Frozr V 4GB VRAM
Motherboard: Asus ROG Z170 Maximus VIII Hero
RAM: 16GB Corsair Vengeance RAM 3000MHz DDR4

If it also got louder, it could be getting hotter (therefore thermal throttling). Use Hardware 64 (https://www.hwinfo.com/download.php be sure to choose the 64 bit one) and report back with what temps your graphics card and CPU are running at. Also, have you ever dusted your PC out (meaning taken the duest out of your GPU and CPUs heatsinks)?

It has gotten a little bit louder but not to the point where it's noticable and no i've never dusted it but theres not that much dust in there from what I can see from the window on the side and i've only had it 6 months. I'll download Hardware 64 and i'll let you know temps soon.
