is my pc just bad or is something wrong

I have a pc with a gtx 1070, 16gb of ddr3 ram and an amd athlon x4 840 cpu. I am getting 30-40 fps in gta v, with an average of 38 fps. Is this the fps I should be getting? or is something wrong?

Your CPU is very weak. I wouldn't suggest even a 1060 with your CPU. You may could tweak the system and game and maybe get it to 50fps. Use blackvipers safe desktop settings to free up CPU resources. Use cclearn to clean up your registry.
