Is my pc limited by CPU?

Hi, i have an pc with core i5 7400 3ghz, gtx 1060 gddr5 6gb and 16gb ddr4 2133hz. My problem is, if i run gta V with everything on high and 720p i get 65-75fps, with 1080p i get 60-70fps, and with dual monitor i get 70fps, with three monitors i get 59-67 fps. So, what is going on? Did i'm being limited by cpu or what? I was expecting more fps when i run on low resolution like 720p, compared from what i loose running on two monitors both with 1080p display.
 
Solution
at the lowest res (720) on a single monitor, you will be displaying all the frames your CPU can muster, assuming your are not held back to 60 fps by vsync issues. The 7400, although a good cpu, will not last forever; gaming-wise, it is beginning to show it's 4c/4t limitations in some games....(momentary microstutter, etc...)

My question was about why my fps drop is so low when i increase GPU Usage, i mean, i can't get 120fps with GTA V because i think the problem is not the GPU, it's the CPU, i'm right? If the problem was the GPU, when i plug 2 monitors my fps should drop alot, but it drops max 5fps. So i think the problem is the CPU that limite my fps, even with 720p monitor. My i5 processor is kaby lake i think, i know that it is 7gen, it's the latest.

Thanks, i think you are right, and no it's not using v sync because when i look to the sky it rises up to 85-90fps, looking straight it is 70-75fps. Thank u
