[SOLVED] Is my PC or GPU under-performing?

Lately, I feel as if my PC or GPU maybe even CPU have been underperforming. I get low FPS on games like Fornite even on low settings where they drop down to like below 60's or 50's at some points where I normally feel I should be up in the 100's or 200's and with the new COD, it stutters pretty bad. I'm now noticing I'm having some FPS issues with Tom Clancys R6S that I never had before. I did a benchmark test and these are the results that I got from it. I'm not SUPER savvy with pc issues hence why I'm here for some advice or just to know if my pc I where it should be and I just need to upgrade.

UserBenchmarks: Game 98%, Desk 66%, Work 52%
CPU: AMD Ryzen 7 1700X - 65%
GPU: Nvidia GTX 1080 - 123.3%
SSD: WD Blue SATA M.2 500GB - 70.9%
HDD: WD Black 2TB (2013) - 90.2%
RAM: G.SKILL Trident Z RGB DDR4 3200 C16 2x8GB - 66.6%
MBD: MSI X370 GAMING PRO CARBON (MS-7A32)

I'm not sure what some of this REALLY means but what I did see on there is that it said that my PC is underperforming in almost every aspect even though some of the percentages look good. I have tried reinstalling drivers. I did do this through Geforce Experience and I saw somewhere that I shouldn't do it through that way. This is honestly wanting to make me pull my hair out so if anyone could help that would be awesome.
 
Solution
Each motherboard has different bios options. I check the manual for your motherboard and it has in the OC portion of your bios,

"Downcore Control [Auto] (optional) Sets the number of processor cores to be used. This item appears when the installed CPU supports this function."

But the default should be Auto and it should also not disable any cores on Auto. As I mentioned earlier, I would reset bios to default settings (which should not have any cores disabled). But first, I would uninstall Ryzen Master (the program seems to cause more issues than it solves). Then reset bios to default. Then enabled XMP. Then run your tests.
Okay, here's what I see:

Both easy fixes;

- You have half of the CPU disabled, it's only running 4 cores 8 threads. This could have been done in AMD Ryzen Master by enabling Gaming Mode. Disable Gaming mode if you've done that. Gaming Mode is for higher core count Threadripper CPUs to get better gaming results. - | - or this could have been done in bios via some settings. Perhaps restoring your bios to default is the best thing to do.

- Your RAM is not running at 3200, but instead at the default lowest speed of 2133. Boot to bios and enable XMP memory profile. That should fix that. If you restore bios defaults afterwards, you will need to enable XMP again for your RAM to run at 3200.
 


Okay. In ryzen master, i dont currently have the gaming on mode but the current mode it has set is disabling 4 cores. Gaming mode changes it to no cores disabled.

 


Well maybe they changed that after the Principled Technologies benchmarking fiasco where they enabled game mode and it disabled half the cores when they compared the i9-9900K and the Ryzen 7 2700X. Either way, you want all 8 cores and 16 threads enabled.

*I just installed the latest Ryzen Master and Game Mode does disabled half the cores. So I'm not sure what you have going on.

I tried to change it to game mode and then opened it back up after the restart and is still said on the current tab that I had 4 cores disabled.

I went into BIOS and I'm assuming I just need to change my DDR4 to 3200 instead of 2133? I'm not sure how to change threads unless that changes automatically with the cores.

 
I will try those as well. I'm uninstalling and going to reinstall ryzen master to make sure i don't have an old version or something. Upon trying to change my DDR4 speed to 3200, it said that I was also disabling some CPU smart fan and pump smart fan for some reason even though I hadn't changed those settings. Also, A-XMP in BIOS is enabled but there are two profiles, neither of which I know is better or different.

* reinstalled Ryzen master and now the game mode says it disables 4 cores but on any tab, I can't change it to 0 cores. Is that. something I need to change in BIOS? If so, where?

*Looking through BIOS I found downcore control which says it sets the number of cores to be used but I can only set it to 6.

Solution
I'm not sure what else to do to get the speed higher. I have XMP enabled and even set the speed in the BIOS to 3200.

Playing for example fortnite, highest i ever saw was at about 56% usage. Clock speed was almost maxed out or was maxed out for GPU though.
