Is my pc performing as it should?

PC SPECS
i3-4150
r9 270 2gb
8gb ddr3 ram
700watt psu
500gb hdd -which is in two partitions (got it from a prebuilt HP and i think thats why its kinda slow on boot)
I get way too low fps on league of legends and i dont know why :/ and i wanna know if a gtx 960 is a worthy upgrade with considering 'any' bottlenecking by the cpu.

What fps and what settings? Also, what resolution?

any real upgrade in gpu, though, is worth upgrading cpu for (in your case).

can you give us an avg fps number also what resolution,That game should run fine at 1080p with those specs unless you have a heating issue, If you are thinking of upgrading get GTX 1060/ RX 580 or its not worth it.
