so i just built a new pc and am very happy with it. after downloading some games and trying to benchmark them to see how well they perform i noticed something very strange. all the textures are very blurry even though my settings are as high as they can go. my framerate for some reason is locked to 30 fps. at first i though it was geforce experience because i had a similar problem where it would detect my gpu but kept saying i didnt meet the requirements to optimize the games. turns out that just needed to be rebooted. this time though is different. its not my drivers because they were a fresh install. cant figure out what is going on. someone please help.

Yes it is. My main monitor is 144hz and plugged in through dvi. My secondary is plugged in with an hdmi cable.

My igpu is already disabled. I guess my motherboard does it automatically when a gou is installed.

Installing lastest nvidia drivers again will probably solve your issues.

So I have reinstalled my drivers and still no change. My games look as though they are being played at low settings and upscaled to my monitors resolution.

I should also mention that when I was running games I noticed that neither my cpu nor gpu were barely being utilized. Using roughly about 13% cpu and 20% gpu during even the most intensive parts of the game.

So far fallout 4 and tomb raider. Only because I'm still working on beating them. I'm still downloading everything else.

This may be a dumb question but have you actually checked your resolution settings? If you have a 1080p monitor your resolution should be set to 1920x1080 in both Windows and your games.

Yes I have made sure several times and have even upscaled it to 1440p. It still looks really blurry. My graphical settings are all maxed out in both games I have tried. I realize that having everything maxed out may cause performance issues but in tomb raider I get a steady 60fps and in fallout i get 30fps.

Get Heaven benchmark 4.0. Its free. Run it and let me know what your gpu usage is. It should be 99%.

this is what i got:
fps: 54.5
score: 1373
min. fps: 8.4
max fps: 118.2
ultra settings

and i ran firestrike too:
score: 9513
seems a little low

It was good. About 99% all the way. After the tests I ran few other games and ran fine. So it may just be those games. I'll try redownloading them and see what happens.
