Is my pcie slot dead?

I think my pcie slot is dead.

I just purchase the asus z270 prime-A motherboard second hand. The seller said that it is in full working order but it appears that the top PCIE slot is not working. I have tried reseating my graphics card (1050ti), clearing cmos, setting primary display output to pcie and more but the only way i can get my gpu to output to a monitor is if i move it to a different pcie slot. I hope its not dead but it seems like to only explanation
