So basically my power supply is making weird buzzing sounds every 3 seconds. Its consistently only making it after 3 second intervals. Sound persists even after I turn off the power supply, but cable is still inserted. So it cannot be a fan problem. please help

It does not sound like anything major is going on. Consider that it's an old power supply, from 2009, and testing back when it was new revealed efficiency problems for 80+ Bronze and poor ripple control. Poor ripple control can damage other components slowly over time and wear them out prematurely. I'd consider upgrading to a new model in the near future that's of higher quality than you have now. Your system can easily run on a good quality 450 watt model. For the sake of future upgrades or a new build in the next year or two, you may...

All I heard was wind noise from the exhaust fan. What is the brand and exact model of the power supply and its age? If it's a garbage model everyone here will tell you to replace it regardless of the noise issue. First, let's see what you have. In fact, list your whole build.

If you want a recommendation for a new PSU purchase, just ask.
