Question Is my power supply bad?

Good day, I have been having issues that point to a power supply problem. I disconnected it and tried the 15/16 pin test of the fan. It ran, but seemed slow. I used a voltmeter and it only reads 2 volts. It is a Thermaltake 850W gold plus with 4 years of heavy use.
I guess I am asking what volatage that fan should have ... I assume 12 volts ... and I assume my PSU is bad. can anyone confirm before I spend money? Thanks!

You checked WHERE and it was 2 volts? Because there are several different voltages present on a modern power supply. 12v, 5v and 3v.

Use this to check and test.

I checked the 15/16 fan pin combination. The built in fan was only receiving 2 volts.

I might go back and check the others ... but this seems bad in and of itself so I thought I could stop there.
