650W is recommended because the average power draw of your components would be more or less in the vicinity of ~325W - which is 50% of the PSU's rated load. Hitting somewhere in the 40% to 60% range is the sweet spot, the highest efficient range, when drawing power from typical PSUs. This also gives you ample room for OC'ing, which raises the power draw, as well as future components to be upgraded or added on to your existing rig, without having to change your PSU.

A better-quality PSU would be the EVGA SuperNova G2 650, EVGA SuperNova G3 650, or Corsair RM650x.
