No, not at all likely a safe power supply to use. Purchase a quality unit like the following:

Well you are half right. LC Power is to be avoided. Go to JohnnyGuru for PSU reviews. PSU tier list
I would reccomemd a seasonic S12II 520w or a XFX TS 550w PSU. Those are the cheapest best PSUs available. The only lower I can reccomemd is a 600B, which is not the best idea.
Recommended PSUs.
EVGA 550 and 650 watt G2,GS, GQ models. Don't get the Nex. Or any other models
Seasonic S12II series or any Seasonic PSU, 520w minimum.
XFX TS 550 and up wattages
And any on the list that's a tier 1 or 2. You still don't wanna 3 for that rig
