Is my Processor unlocked?

I have a intel i7-7820X 3.6GZ and i was wondering if this one is unlocked and if i could try and get it to a 4.0? I have a Auros gaming 9 motherboard with 16 GB ram with a 850w power supply. Also i have a Thermaltake cpu cooler with the 3 fan's.

Yes it can be overclocked. Any intel CPU with an X or K at the end of it can be overclocked.

okay well i was just wondering because when i went into the bios i couldn't change anything with my processor.

You most certainly can. Look up an OC guide for your motherboard, or read the section in the manual that explains the UEFI.
