Is my psu dead? Does static electricity harm optic drives.

This is my first build. I got all my parts today and knowing that static electricity doesn't harm the psu I got it out to test it. I plugged it in and turned it on and no fan. I did hear a popping noise so I think it's dead. To make sure I got out my optic drive and plugged it in to that. No power to the optic drive. So my question is could I fry my optic drive with static electricity? And is the psu dead? Could I have harmed my optic drive by plugging it into a dead psu?
 
Did you jumpstart the PSU? Just plugging the PSU in and flipping its switch will not make it output power, you need to short the green and black wires to trick it into starting up.

Also an optical drive isn't a good thing to test with, how do you know if it has power? Do you know that it spins up? Mine does absolutely nothing upon boot if it doesn't have a disc in the drive, no lights, no noise, nothing. Use a fan, that is a simple and reliable way to test.
 


I assumed that it didn't work because I hit the open switch on the optic drive and it didn't do anything. Also can I hurt the optic drive with static electricity? Thanks.
