Is my PSU dead?

Well, when I say dead, I mean sick because it's obviously doing something. I have a Thermaltake 750w Toughpower PSU and have been troubleshooting a non POST beep nightmare for a couple of weeks now.

In a nutshell, My PC refused to boot up with no POST beep, lights and fans on but nothing else. Came on a couple of forums including here and was advised that most likely was motherboard. Took PC to a PC repair shop whop seemed to confirm this but he was obviously an idiot because all he actually said after having it for five days was "well, youre right, it doesn't turn on, could be the MB or CPU but without another one to test, I don't know which one". Anyway, decided it was time for an upgrade anyway so gleefully ordered a brand new MB, CPU and RAM and it arrived today. Spent ages carefully fitting it and making sure everything was ok, pressed the power button and got THE SAME AS BEFORE!!!!

So, the only place I know that will stock a PSU near here is not open for three hours so in the mean time, can you tell me if this is a common thing? Is a PSU serviceable at all or is it now a boat anchor? Thanks.
 
Yes, I know that now but when I started asking for advice, no one suggested specifically checking the PSU probably because there is power of some kind as the fans are running. I thought I'd covered all the bases by taking it to a 'professional' shop but as I said, he was next to useless.

The bright side is that this likely means my old board is ok and as it's one that still gets reasonable prices second hand (Asus P6T), I should be able to sell the old CPU and MB and i'll end up with a fully upgraded system for a reasonably small outlay.
 
I'm in Spain, got the main components on a Spanish site who were very reasonable (the Euro being so low against the pound is really helping!) but as I don't want to wait another few days for delivery I'm going to go into town and buy a PSU off the shelf, I just hope they have one with two PCI-e plugs for my graphics card! Wish me luck............
