Is my PSU dead?

I have been trying to figure out why my build won't boot, and I finally ended up testing my Corsair SF 600 with the paper clip test. The PSU fan started and stopped after 1 second.

Does this mean my SF 600 is faulty?

Thanks.

Are the rest of the PSU cables still plugged into the computer? If so, that doesn't rule out a failed component in the system causing it to fail POST.

If the PSU is completely removed and the paperclip test won't start it, then yes, almost certainly a bad power supply.

Yes it was just the PSU which I removed and powered by shorting with the paperclip.

However a user on reddit mentioned that the SF 600 has a zero RPM fan mode at low loads and I would need a multimeter to test it and can not just go off the paper clip test alone.

That is true, many PSUs now have silent modes.

A decent multimeter is only about $15, and they are quite handy to have around. You could also hook up one of your fans to the 12V and 5V output. Not a definitive test, but they would spin at least.
