Is my PSU dying ?

So, guys I spotted that my GPU isn't working at 99%, but max 70%. I don't think that my CPU is bottleneck because I saw people putting way stronger gpus than mine with the same cpu, and on top of that mine is overclocked to 2,93GHz.
 


So my hardware is:
CPU: Intel Core 2 Duo E4600 @ 2,9 GHz
GPU: Nvidia GeForce 9800 GT 512 MB (Asus)
MOBO: Asus P5L 1394
RAM: some ddr2 sticks 2gb ram
PSU: Fortrone 400W

The GPU get to 99% and the highest temp was about 72 decrees C.
But now I have other problem. My PC is running in the future. I mean everything is fast, the songs I listen to, the clock, the games, the videos and the sad part is that now I don't have money for new PC ;( I tried to set the CPU speed to stock, but its the same thing...
 


I fixed the problem by typing some cmd commands and pulled out the cmos battery or few seconds and it worked, but again I have the same problem with my PC. Could it be from the RAM ? My sticks are messed up brands and clocks
 

Almost everything u trow on me, i try to run GTA IV, Saints Row The Third, League Of Legends, Payday 2, Fortnite
It can't be a cpu bottleneck because it's a E4600 clocked at 2,9 Ghz
 
if memory serves me right your gpu is about 2~3 years newer than your cpu, clocking the e4600 @ 2.9 may relief bottleneck but doesn't remove them.

high cpu usage paired with medium gpu usage is a clear indication of cpu bottleneck. (since you have a dual core, it's a lot easier to make the conclusion, as quadcore or higher system tends to be a lot more complicated to analyze)
 


Ok then, any suggestion what I can do ? This is the most powerfull cpu my mobo can use (one of the most powerful). I can't upgrade to q6600 or something like that. Do I need to buy something like GT 630 ?
