Is My PSU Dying?

I am currently having an issue where my GPU fans will start spinning at max speed and I lose connection to mouse, keyboard, and monitors. I can still hear sound sometimes. My GPU temps range from 38 degrees idle to 68 degrees in game.

I initially suspected my outlet was the issue but after switching rooms and checking outlets the issue continues.

My setup is a GTX 1070 with a I5-3570 CPU powered by a TX650

The best way to check the PSU is with a volt meter under load. If you can do this, this is what I would do. Although there are cases where it's just easier to swap a new PSU in....if this is the case....I would do that.
