Is my PSU enough?

So I recently got a new cpu (i5-4460 LGA1150) and my pc has been having troubles switching on, I've had to re-assemble my pc twice in order to get it to start up but I think I've narrowed it to either the gpu being fault or there simply not being enough juice.

my specs:
GPU: GTX 1050 ti
RAM: 2x 4GB DDR3
CPU: i5-4460
MOBO: Biostar hi-fi H81S2
STORAGE: 1 TB HDD
PSU: Corsair CX650M

can anyone confirm/deny whether or not it could be a lack of power? if not do you think it could be my graphics card being faulty.

the gpu you choose only require 75watts or less

that psu is overkill for such load

the gpu, try it on another pc, the problem could come form the mainboard and not form the gpu, discard the gpu on another pc

More than enough power , a solid 450w CAN RUN THAT EASILY.

don't have another MOBO to test it on, but I'm pretty sure that's the problem too, as my motherboard is the oldest piece in my pc
