The Thermaltake smart series is not great. Not something Id pair a 2080ti with. 650W is fine, but the quality of the Thermaltake smart series is poor.
It ranks as a just don't buy on the LTT PSU tier list:https://linustechtips.com/main/topic/1045610-new-psu-tier-list/

A quality 650w is fine.
These are 2 models I would consider upgrading to. (1 is best, 2 is not bad)

What model?
The quality matters more than the wattage.

https://www.bestbuy.com/site/evga-850w-modular-bq-power-supply-black/5594501.p?skuId=5594501

that is the 850W. I can get on sale right now for nothing with reward certificates. is it comparable to those two 650Ws?
