Question Is my PSU enought to OC my CPU

Hey so I had a question I bought a pc build from a friend of mine and I was wondering if 550W was enough to overclock my i5 to 4.9Ghz, the temps always seem normal but in IDLE sometimes the voltage spikes to 1.440V. I have no clue as of what does the voltage mean etc but I was wondering if it could hurt my processor or build in general.
Here are the rest of the specs, I'm just wondering if 550W is enough for this build in the first place and if yes is it enough to overclock my CPU to 4.9Ghz without any issues and potentially my RTX a bit

Intel Core i5-11600KF (3.9 GHz / 4.9 GHz)

as well as another extra samsung 960 m.2 ssd 1To from my previous PC

It should boost to 4.9 ghz all by itself for a short time.
If it does not something is wrong and overclocking will make it worse.
Run this benchmark.
The benchmark results are questionable but it tells us lots of information about your hardware and parts speeds.

Download it to desktop.reboot computer.
Wait five minutes without doing anything on computer.
When it is done post the link for the results page like this.
