Is my psu faulty or just quiet?

Hello, I just recently got a thermaltake RGB PSU 850 gold and when I plug it in by itself it does not show any sign of being on, the lights do not turn on. Could this be a faulty PSU?

Well it shouldn't light up until the computer is turned on. Plugging it into the wall shouldn't make it light up. Gotta turn on the PC.
