is my psu not supplying enough?

so my cpu is a fx-6300 at 4.0ghz and i just got another r9 270x so i have 2way r9270x and i am having no frame increase in some games like bf4 both card are getting about the same usage and my cpu and gpus arent bottlenecking but my psu is an lsp ultra 650w and my 12v rail is only 38amps and i am told that that is why my frames arent good and 38amps isnt enough for crossfire so can anyone comfirm this before i drop the ball on another psu

Your CPU is holding you back. BF4 is VERY CPU dependent. The CPU is a bottleneck here.

You should get a higher quality PSU for sure, but this will not fix the problem.

Also, what is your motherboard?

Download and run HW info and proved min and max readings for 12v, 5v and 3v rails

LSP? Never heard of it. Cheap psu's make problems - especially as they get older. But lets check.

ULTRA is the PSU brand and LSP is the model. ULTRA make some good and some junk PSUs. His is average at best,

on the side of the psu it says it supplies 60 and that supplys 600

idk it wasnt my psu but i switched the cards around and it worked in most games but im selling them to get a better card cause i play alot of games without crossfire support
