Is my psu sufficient for my pc

I recently purchased a cooler master 400w psu ( 17amp on 12v rail ) but the problem is that i think i have been looted with a local 250w psu with a cooler master sticker because it makes the same grnding noise that was made by my last psu ( i ball 250w ) but how can i check if its real cooler master or its really a 400w psu and if it is 400w ( cooler master or any cheap 400w psu ) will it be sufficient for my pc .

intel core 2 duo e7500 @ 2.93ghz
ram-2gb
hdd-320gb
gpu- sapphire radeon hd 6670
mobo - asus p5kpl am in
