Is my PSU the problem???

Hi i recently invested in a CX600W PSU and a AMD R9 280 GPU, ive been getting full colour screen crash's and have no idea why!, after doing some looking around some driver changes, tempt controls, i still haven't fixed the problem (happening more and more), so im starting to think it may not actually be my GPU as i have no tearin etc in games no fps drop nothing thats a red light that its the GPU, after doing some looking around the only super 'odd' thing about the PC atm, is that my +3.3V rail is only using 2.578V (CPUID HWMonitor) is telling me this, could this be a course?, its a brand new PSU so id like to think its not, I did make alot of noise suddenly last night just before i went to bed and turned it off, I dont know much about PSU's, nor how they effect the computer if there not running right, the PC seems to run somewhat fine until any heavy load hits it, then i get the full screen crashes and have to hard reboot?
Does anyone have any experience with this, or just PSU's in general?
 
The R9-280 has a relatively high power requirement.
The Corsair CX line is only fair quality.
I might suspect that it is having some problem under load.
Particularly if you hear some noise.

Can you test with a different psu?
If the psu tests out good, then the next suspect is the R9-280.
 
tempts are not a problem never ever seen the CPU/GPU/ or airflow go over 50c got like 4 fans and watercooled in there sooooo,
i only have my old 500W PSU, would that run my R9 280 atleast to see if it is a power problem???
