5 months ago I can play csgo with all high settings and get 90 fps +, now I play it with high settings only got 24-30 fps, is there a problem with my graphics card?

My PC Spec :
•Power Color R7 250 GDDR5
•4GB RAM DDR3 PC3-10600 @1333MHz
•Core 2 Quad Q8400 @2.7GHz
•Foxconn G41MD

That is extreme overheating. There is something wrong with the CPU cooler. Can you check it and the thermal paste?

Ooooooh, dont use system, shut it off to prevent from further damage. Which heatsink are you using? Stock intel or? And if you saw does the CPU fan spin?

It is not the issue here. The CPU is overheating and that is what you must look into.

You should clear the fan of dust and check if there is any of the stock thermal paste left. If not, apply some new. To reply to my post, you must press the arrow under my comment. The text field will have it already quoted.

Perform a malware check to ensure maximum performance, anything above windows 7 won't slow it down. What are your CPU temps now?
