Is my Radeon 6990 still ok ?

I want to ask the GPU experts here. The card itself is functioning fine, but the foxconn stock fan inside the Club3D 6990 is not spinning anymore after 1.5 years and probably died. Is it still worth to use this card with a new cooler or should i buy a new one ? Are the 6990 users facing the same problems btw. ? I never overclocked my GPU card or did something with mining. Only played games for several hours per day. What could be the reason anyway?

System specs:

Socket/CPU:I7-950 3.06 /LGA1366
Power supply : Seasonic M12 EVO edition 850W
Memory: Kingston 8gb HyperX pred 1866mhz

Thanks guys, the stock cooler is a bad quality for sure... i will remove the stock cooler and replace it with the Arctic cooling series, thats the best solution for now i guess..i was thinking about the radeon 290 series to buy if this card reached its EOF (way too expensive), but i will keep using my 6990 as it can handle the newest games for now..
 
update on the issue ::
The fans are not working with the new cooling either , i wonder what it could be.. the cooling system is brand new,.. the pins are connected to the card, any idea's ? my motherboard is a Asus Sabertooth X58.. the card is working but the fans are not spinning..
 


Cant the fans connect to the PWM on motherboard, or molex?
 


There is no 4- pins pwm connection on the motherboard. The gpu cooler connection has a small size which is not going to fit the ch fan connectors on the MB. This is really weard, any chance the connector pins could be damaged of the gpu fan connectors or something? I tried other PCI-E slots but no luck
