I have my RAM set to 1600mhz in bios but CPU-z and HWINFO say that it is running at 800mhz. So what frequency is it running at? and if it is running at the wrong frequency should i just overclock it to 1600mhz?

Specs:
Intel i5 3570k
Asus Sabertooth P67
Asus GTX 570
Corsair Vengeance 16GB (4GB x 4) 1600mhz quad channel
Novatech Black Edition 750w
Western Digital WD20EARX
Zalman CNPS9900 max

Its running at 1600MHz. You just double the frequency since they are DDR(3) or Double Data Rate. I can also see that your stock speed is 1333Mhz because your modules are 667MHz then multiply by 2.

Wow that seems incredibly obvious now, as for the memory's stock speed being 1333mhz i have absolutely no idea why its 1333mhz because the serial number is for a 1600mhz kit and when i bought it from ebay it was listed as a 1600mhz kit too...

That is because with XMP enabled in your BIOS, it is overclocked to 1600MHz. That is why it shows as 800MHz in the XMP column on CPU-Z. There is alot of RAM sold this way.
