Is my setupd and settings okay?

Hello,im new to the scene as for building a gaming PC,i had a small budgjet and the spend came to about £400 the stats are as follows.

Coolermaster CM690 II Lite with Coolermaster GX 650W PSU
XFX HD 6870 1GB GDDR5
G-Skill 8GB (2x4GB) DDR3 1600Mhz RipjawsX
Asus M4A78LT-M Socket AM3 MOBO
AMD Phenom II X4 955 Black Edition C3

I feel my computer isn't running as it should,sometimes its smooth the next it stutters,i have taken some pictures of my cpu-z settings to see if anyone can spot some big factors in my computers behaviour.

Memory Kit CL9 (9-9-9-24),that is what my ram is suppose to be set too,i have the voltage set to 1.5v,but as you can see in the link i gave,the setting are way up,is that normal or do i need to reduce it down to what its ment to be set at?

Your RAM runs at 1600 which is the overclock speed for your motherboard. I suspect that your motherboard may be trying to overclock itself to meet the 1600 so your timings may be slowed. Try to go into your BIOs and adjust it so your RAM runs at 1333.

There is no option in the bios to change my ram frequency,im not clued up on all the possible changes i may need to make so please mind my ignorance,im learning as i go along,i just feel my computer isn't running as it should,my 2 year old laptop boots into windows faster then my new build does,even games i get no higher then 40-50 fps. Just trying to find a solution,i have all my driver updates up to date on everything,i have ran out of ideas.

Sell that COMPUTER and get an Intel Build :D, on my calcu;ation, that computer can be sold for about probably 600, you should be able to build a Good Enough Gaming PC(Or Better with the extra $100) for 1080p resolution(1920x1080)...

have you tried turning down your in game settings.......that is a budget gaming pc and you need to set your games up accordingly....im not sure what resolution your gaming on .....if your gaming @1080....try knocking it down to 720 and turn your gfx settings to medium....just keep tweeking it man..........you'll get there
