Is my system under performing?

Hey, guys.

I am new to PC gaming and am experiencing some strange things with regards to frame rates. When I'm in a game, I will play at a solid sixty, then it'll randomly drop down into the 30-40 range. Even in lesser-demanding games such as Borderlands 2. Here are my system specs with accompanying NovaBench scores:

16 Gigs of Ram (Score: 213)
AMD FX8350 (Score: 683)
GTX 960 FTW (Score: 774)

It kills me that my system doesn't maintain a steady framerate. Actually, it kills my appreciation of a game. I haven't been able to truly enjoy a game since switching over to the PC.

Any help will be appreciated.

Every game has moments like this. If I'm looking at a brick wall in front of my face and then turn around and there is a gigantic city, which do you think is going to be harder for the GPU to render?

Also, your GPU is not a max settings card, so you can tone down settings to maintain a higher frame rate.
