Is my system underperforming?

I've recently been playing GTA V again and the frame rates drop quite a lot while using high settings (anti-aliasing off) and I was wondering what is wrong because just a few months ago, everything ran fine at around 50-60fps @ 1080p. I'm not sure what's wrong and was wondering if anyone could point out something in my hardware or things that I could do to counter this large drop in frame rates.

My Specs:
i3-7100
16gb DDR4 corsair vengeance Ram
GTX 1050Ti 4gb
Gigabyte H110-S2H mobo
500gb SSD & 1tb hdd


Bearing in mind, I just upgraded to 16gb ram (adding one more stick of 8gb)
 
"Everything" meaning just benchmark, start of game, more action/AI filled missions later in game? It's imperative when you compare before and after scenarios you play the exact same part of the game at same exact settings, otherwise none of it can be trusted. Also temps need to be the same, and any background load from startup progs (some even stream music while playing).

Make sure you check the On/Off settings too. Even with AA and Vsync off at 1080p, that spec can result in near max CPU and GPU usage if you push the settings.
