i cant explain it very well but after having my pc turned on for about an hour my download speed goes down to 3-5mbps max from 45mbps, and only fixes itself when i go into device manager and turn the wifi card's driver off and on again, but it only works temporarily.
anyone know what it could be?

Overheating? Poor ventilation in your case? Router problem or overheating therein? Tell us a little more about your setup, components, router, ventilation, etc.

where can i check the thermals for a wifi card? i'd say my case has pretty decent ventilation and doesnt really overheat, as for my router its a Huawei HG8145V5 and it doesnt seem to have any problems as my phone's internet speed is normal

There is very little you can set or change on wifi. Almost everything is locked inside the wifi chip and they are not very helpful when it comes to providing information as to what is happening and why you get slower speeds.

Can you see if the signal levels are less when it is slower than when it is fast. What does it say the connection speed is in the wifi status screens. This represents the encoding method more than the speed but it also is a indicator of the quality of your connection.

Unfortunately this just gives you a clue as to what the problem is there is no setting to fix it.

Pretty much it is the standard make sure you have the latest drivers for the nic. Try to get them from the chipset vendor for your wifi card. You want to avoid the generic ones that microsoft loads. Be sure that a "helpful" microsoft update did not load a different driver.
You can also check that the antenna connections are tight but that generally does not change over time.
Moving/turning the pc sometime increases the signals but again this is more to fix it always being slow not random slowness.

If nothing seems to help you consider a replacement card. Most motherboards that have wifi its a chip on the motherboard that can not be replaced. A laptop you tend to be able to replace them. You can also use a USB device but if you get one get one that is designed for desktops. These tend to have long USB cords and have larger antenna. Many USB devices are low power and have very small antenna and are designed to be used on portable equipment where battery life and small size is more important than performance.
